Municipal Finance Leadership: What City Managers Look for in a Strong Finance Director
Recently, I've been reflecting on a question I've answered many times over the years: What does a City Manager really look for in a Finance Director?
Technical ability is assumed. A strong understanding of municipal accounting and budgeting processes is foundational. What separates strong finance leaders from average ones goes beyond the numbers.
First, I look for judgment. A Finance Director must know when to raise a concern and how to explain financial risk in plain language. Councils rely on clear guidance, especially during budget discussions or major capital decisions.
Second, I look for steadiness. In times of fiscal pressure or public scrutiny, the organization benefits from a finance leader who remains calm, organized, and solution-oriented.
Third, I value communication skills. The best Finance Directors can translate complex financial information into terms that elected officials and residents understand. They help build trust through clarity.
Finally, partnership is critical. A strong Finance Director works closely with department heads and supports them in understanding their budgets while maintaining accountability.
These qualities shape how effectively a city operates and define the kind of experienced municipal professionals I am always looking to connect with, particularly those interested in serving as interim leaders.
Ultimately, experience in municipal finance remains one of the most valuable assets a city can have during transition.
